Wouldn't defend these people but sometimes you can tell and sometimes you can't from photos. There's girls who start developing far sooner than others but it's still scary to think about... I can recall this one girl from when I was in still highschool she was 14 but she had the biggest tits in the whole school. Those chicks used to dress and do make up to make themselves look much older too. We started partying around the age of 16 and sometimes my 16 year old classmates where getting guys well into their 20s and 30s to buy them drinks and went home with a few of those guys...
